Where do you live? Thats very slow for 8mg. Depending on where people live speeds can vary with the sort and age of cable which feeds your area and the distance to your exchange. You may not gain anything by changing isp's because they only use the BT cables that your useing now, unless you go to cable of course. The best thing to do is complain about your speed and see what they say. It could be anything even down to which virus protection you use.
I work for BT and I can honestly say there the best, did you not see watchdog last week. Voted top in everything except price, but they didn't take into account the free evening and weekend phone calls.
There are isp's going out of buisness every week because they have promised more than they can give, Biscit being the latest. Soon there will only be the big guys left.

I live in Lostock Hall Fred, my exchange is Bamber Bridge.
I understand what your saying about other ISP's still using my BT line, Sky have said they will send a boost with the signal to make sure I get a decent speed, If it does'nt do the trick at least its free crap broadband rather then £26 p/m crap broadband :)

Lostock hall is quite a long way from Bamber bridge exchange which is down the road opposite the police station just passed the railway crossing.
Regards to sky boosting your signal, don't think so somehow. It's all down to line loss and noise induction on the line. The further you are from the exchange the more line loss and more chance of noise induction from other lines. It can't be helped, sorry. BT are the market leaders at this (they invented it for christsake) so no matter what other isp's say if BT can't give you a decent signal no one can. The thing is you have to remember before adsl what speeds were you getting over dial up.
You say your paying for 8mg. I'd check what your actually getting and go back to BT. If your only getting 1 or 2mg you can get it through Tiscali for £14.99 at that speed.

Toucan are one of the middle leaguers. You have BT, sky, Orange and aol which are crap, and others such as virgin through cable, up top and then Toucan and the like just below them. Not had any dealings with them but any one of them can go bang at anytime. The amount of money there spending fitting equipment into BT's telephone exchanges is enormous.
